The government has long demanded an increase in the quota, but Pakistan was unable to fill its assigned quota. Pakistan received the whole cost of the trip this year.
According to the report, the government also thought about giving private Hajj operators access to the remaining Hajj quota. However, it planned to give up the unused quota because of concern that private operators may purchase dollars on the open market.
